Teacher from Jeffersonville faces animal cruelty charges

She also faces unrelated felony charge

JEFFERSONVILLE — A Louisville teacher and Jeffersonville resident was summoned to a Clark County court Tuesday after being preliminarily charged with animal cruelty in December.

During the initial hearing, Jennifer Kemp, 48, of 1050 Main St., a teacher at Moore Traditional School, was notified that she had been charged with the A misdemeanor cruelty to an animal.

Kemp has not been arrested following the incident, and no bond was set by Clark County Circuit Court No. 3 Judge Joe Weber.

Weber entered a not guilty plea on her behalf, and a pretrial conference hearing was scheduled for Jan. 30.

Kemp was charged after her dog, Athena, was found loose and in poor health near Youngstown Shopping Center and picked up by Jeffersonville Animal Control Nov. 29 and taken to the J.B. Ogle Animal Shelter.

The narrative with the citation says the dog suffered from fleas and had fur missing on most of its hindquarters. 

Tom Lowe, Jeffersonville corporation attorney, said the dog had hookworm and was treated at the Allison Lane Animal Hospital and given medication, but died in the shelter Dec. 19.

Lowe said animal control had a history with dogs cared for by Kemp.

“This is not the first time the dog had been picked up running at large; they had problems with other dogs there, is my understanding,” Lowe previously stated.

Kemp is also currently facing an unrelated D felony charge of maintaining a common nuisance. The charge, issued in October 2012, stems from Jeffersonville police determining that she allowed underage drinking and the use of illegal drugs to take place at her home.

She is slated to appear in Clark County Circuit Court No. 4 for a pretrial conference Feb. 26 in regards to the felony charge. 

Officials with Jefferson County Public Schools have stated that Kemp has been placed on noninstructional duty pending the outcome of her charges.

There was no phone number listed for Kemp in the phone book.
