Tolls the topic of bridges meeting in Jeffersonville

ORBP joint board to select transponder vendor

JEFFERSONVILLE — Toll rates have been tentatively set for vehicles equipped with transponders that use bridges that are part of the Ohio River Bridges Project. On Monday, the vendor for those transponders will be identified.

The Kentucky-Indiana Joint Board will meet at 10 a.m. Monday in the ballroom of the Sheraton Louisville Riverside Hotel, 700 W. Riverside Dr., Jeffersonville. The board will take on three resolutions relating to procurement for the Ohio River Bridges Project, two of which will involve tolls.

The electronic toll collections element of the project, which will entail placing transponders in the vehicles, will be taken on at the meeting, said Will Wingfield, spokesman for the Indiana Department of Transportation.

The joint board will also receive an update on identifying a toll service provider — which would be responsible for day-to-day operation of electronic tolling and billing — but a vendor will not be selected at the meeting, Wingfield said.

“We’re in the middle of that procurement right now,” he said.

Wingfield said the separate elements of tolling are being bid separately to ensure that the best vendor for each is selected.

“The reason they were broken up is to promote competition and make sure that at each stage, we are getting the groups, the companies that really have the most expertise in that specific area,” Wingfield said.

The joint board consists of four members: The Kentucky Public Transportation Infrastructure Authority chairman, the Indiana Public Finance Director, the Kentucky Transportation Cabinet secretary and the INDOT commissioner, or their designees.

Tentative tolling rates were set at a meeting of the ORBP Tolling Body in September.

The initial tolling rates for vehicles equipped with transponders approved at that meeting included $1 for frequent commuter cars, $2 for cars, $5 for box and panel trucks and $10 for tractor trailers. The rates will be higher for vehicles that are not equipped with the transponders.

“As we get closer to 2016 and delve deeper into the tolling policy and business rules that will sort of establish how this all works, then there may be additional policies set,” Wingfield said.

The agenda for Monday’s meeting also includes a resolution for procurement of marketing and communications.
