Police bust Clarksville Meth lab

Neighbor surprised it happened in ‘nice’ area

Police arrested four people Monday night on drug-related charges at a Clarksville apartment complex, and, as a result, were led to a methamphetamine lab in Lapping Park Estates.

Brian E. Dowland, 45, of 2321 Brookwood Court, was arrested with three others at an apartment complex on Hallmark Boulevard. After questioning all four, police discovered Dowland was manufacturing meth in his home, said Jerry Goodin, a spokesman for the Indiana State Police Sellersburg Post.

Goodin said police went to the home and were allowed access, but withdrew after finding items commonly associated with meth labs “in several areas of the home.”

Police removed a woman and a 16-year-old from inside the home, but Goodin wouldn’t comment on whether or not they were Dowland’s family. Dowland’s wife, the teenager and a 9-year-old lived in the home, according to media reports.

Dowland has been charged with possession of methamphetamine under three grams, dealing in methamphetamine under three grams and conspiracy to deal methamphetamine.

Goodin said it is possible Clark County Prosecutor Steven Stewart could file additional charges against Dowland or others living at the home, but it would be up to the prosecutor’s discretion as to how to proceed after seeing the completed ISP investigation.

Goodin described the neighborhood where the meth lab was busted as “very nice” with “newer homes.”

“We keep telling people that there is no neighborhood safe from meth labs,” Goodin said. “This is a prime example. These were very fine, high-dollar homes with a meth lab right next door.

“It’s everywhere. No one’s immune to it.”

Holmes Hatfield lived directly across the street from Dowland for 3 1/2 years.

“I’m surprised. I had no idea something like this was going on in this neighborhood,” he said. “I always thought he was an upstanding citizen.”
