Bids on Jeffersonville odor-control project come in much lower than expected

Wathen Heights sewer project also awarded

JEFFERSONVILLE — Jeffersonville’s Sewer Board took a step to make sure the air in the city gets a little fresher.

A bid was awarded to Dugan & Meyers Construction for the city’s wastewater odor-control project. The price on the bid was $823,525, more than $575,000 less than the engineers’ estimate of $1.4 million.

Before the bid was accepted, there was a brief discussion about an Indiana law enacted last year that would allow for the contract to be awarded to a local contractor over an out-of-town contractor, despite not being the low bidder.

Dugan & Meyers is a Cincinnati company, and the second- and third-place bidders were New Albany-based MAC Construction and Jeffersonville-based Pace Contracting, with bids at $838,500 and $847,000, respectively.

However, Sewer Board Attorney Scott Lewis said the portion of the law that allowed for a governmental entity to accept contracting work — with a preference for public works projects to local contractors — had been repealed. The local preference was still in effect for purchasing equipment and supplies.

Corporation Attorney Les Merkley agreed with Lewis’ statement.

With the explanation, the contract was unanimously approved for Dugan & Meyers to complete the city’s odor-control project, which includes the 10th Street and downtown treatment plants.

ANOTHER BID AWARDED

The bid for the Wathen Heights sewer project also was awarded Thursday to Dan Cristiani Excavating Co. Inc. The amount of the project bid was $2.39 million.
