Jeffersonville Homelessness Task Force seeks study proposals

JEFFERSONVILLE — The Jeffersonville Homelessness Task Force is seeking proposals to study the nature and extent of homelessness in Clark, Floyd and Harrison counties and to develop a strategic plan to end homelessness in the next 10 years.

The study and the subsequent strategic plan is being funded by the Jeffersonville City Council and Jeffersonville Redevelopment Commission. Private contractors and nonprofits are being considered as eligible applicants.

A series of tentative deadlines was also released as part of the study and plan development. The request for proposals, which was released Tuesday, are due by Nov. 18, and the proposal will be awarded by Dec. 18. A completion dated for the study has been set for Feb. 28.

The study will be overseen by the homeless task force.

According to the scope of work outlined in the plan, the consultant chosen will be responsible for developing a comprehensive overview of who is homeless; identify resources existing within the community; conducting an analysis of trends in homeless populations within the past five years; looking at expected changes in homeless populations; and identifying attitudes and behaviors within the community that positively and negatively impact services to those exiting homelessness, as well as persons who may be on the brink homelessness.

Public involvement will also be a component of developing the plan — gathering input from service providers, residents, the homeless and formerly homeless and governing entities.

The information gathered from the analysis and public involvement phases of the process will go into the development of a 10-year strategic plan. The plan should include goals and key milestones to end homelessness within the next 10 years, including activities targeted to homeless subpopulations; existing and expected funding opportunities for provision of services to the homeless; an analysis of private contribution opportunities; and a plan for community education around homelessness prevention and intervention.

Proposals should include: applicant information, including contact information; a statement of qualifications; examples of similar projects and/or studies completed; three professional references who can attest to the applicant’s ability to complete the scope of work; a statement acknowledging the ability to complete the scope of work; a brief outline of how the study would be conducted, including any potential barriers to work completion; and itemized costing for work completion.

Proposals should be submitted both electronically and in hard copy no later than 4 p.m. Nov. 18 in either .DOC or .PDF format.
