Former Floyd County Sheriff Randy Hubbard dies

NEW ALBANY —  Randy Hubbard had a rare distinction of serving as New Albany Police Chief and Floyd County Sheriff during his law enforcement career that spanned almost 37 years.

Hubbard died Sunday at Norton Suburban Hospital in Louisville after a brief illness. He was 70 years old.

He was with the New Albany Police Department from March 24, 1970, until his retirement in 1998. He held several positions within the department including chief of police, chief of detectives, and his permanent rank as captain. He was elected sheriff of Floyd County in the fall of 1998, a position he held for two terms.

“He was a great public servant,” said Floyd County Sheriff Darrell Mills, who succeeded Hubbard on Jan. 1, 2007. “He served the citizens well, and I learned a lot working with him. He saved the taxpayers money when he expanded the bunks to keep the county from building a new jail.”

Frank Loop has worked 31 years for the Floyd County Sheriff’s Department and served as chief under Hubbard. He said Hubbard was instrumental in helping increase officers’ pay and benefits.

“There was a lot of growth going on there during his years as sheriff. He was the master at behind the scenes negotiations. He could get things done without a lot of fanfare,” Loop said. “He made sure officers’ pay increased, and he let the officers do their job.”

Loop said Hubbard was a “hell of an investigator” when he served as chief of detectives for the NAPD.

Hubbard is survived by his wife of 47 years, Martha, two daughters, Kimberly A. Caruso and her husband Paul, and Holly L. Shina and her husband Mark, and three grandsons.

Visitation will be from 11 a.m. to 8 p.m. Wednesday at the Market Street Chapel of Seabrook Dieckmann & Naville Funeral Homes in New Albany.
