New Albany stormwater plans being finalized

Projects to be footed through $6 million bond

NEW ALBANY —

It’s been more than a year since the New Albany City Council approved a $6 million bond for stormwater upgrades, and design plans are expected to be completed within a few months on some of the projects. 

“The stormwater board is spending a lot of time prioritizing and making sure that they’re taking an approach that takes all parts of the city into consideration,” Mayor Jeff Gahan said. 

One of the major projects being considered is drainage work at the intersection of Grant Line and Charlestown Roads at what is known as the North Y. 

“We’re trying to get under the railroad [with drainage lines] because that just blocks up everything at that end of town,” said Gary Brinkworth, vice president of the stormwater board. 

Gahan said another point of emphasis is a notorious drainage backup near the Pillsbury Plant off Grant Line Road. 

Additionally, the utility is weighing several detention basin projects, especially along Falling Run Creek and other watersheds. 

Brinkworth said detention basins can be a cheaper alternative for alleviating some flooding woes as opposed to other projects. 

He anticipates the stormwater board should have some design plans to review within a few months. 

“We’ve got our sights set on getting some of the bonding projects done, and as other things come up, if we have cash we’ll spend it on emergency type projects,” Brinkworth said. 

In April 2012 the council approved a bond worth up to $6 million for the utility, and stormwater officials said the money could cover up to 10 projects depending on the scope of the work. 

Along with preliminary engineering, Gahan said some title work is also being completed by the city for the projects. 

“It is moving along, and we’re happy progress is being made,” he said. “We just want to take our time and make sure we’re doing the right things to improve stormwater runoff in the city.”
