Jeffersonville man found with 42 methadone pills

Arrest follows JPD narcotics surveillance

JEFFERSONVILLE —

A Jeffersonville man has been charged with five drug-related felonies after he was seen carrying out an apparent drug deal in the Court Avenue McDonald’s parking lot April 16, according to police.

Phillip S. Packwood, 34, of 305 N. Third St., faces charges of possession of a narcotic drug, a class A felony; possession of a narcotic drug, a class B felony; two counts possession of a controlled substance, both class C felonies; maintaining a common nuisance, a class D felony; and possession of marijuana, a class A misdemeanor.

Jeffersonville police reported a narcotics investigator was conducting visual surveillance in the parking lot of the fast-food restaurant when he saw a beige Nissan Maxima driven by Packwood pull into the lot. Police reported another man already standing outside of the restaurant entered the passenger seat of the Nissan, leaving the door ajar.

After a “very short period of time,” the man left the Nissan and returned to a green mini van “where he left the parking lot in a hurried fashion,” according the police report.

A second police officer working with the narcotic investigator pulled over the Nissan near Court and Meigs avenues after seeing the vehicle leave McDonald’s and fail to signal for a lane change.

The officer made contact with the driver, who was then identified as Packwood. It was noted in the police report that the officer had prior knowledge that Packwood was a known drug user and dealer.

During the traffic stop, Packwood told the officer on two occasions that he had come from his girlfriend’s home in Louisville and that he had made no stops in Jeffersonville.

When Packwood was told he had been seen in the McDonald’s parking lot moments earlier, “... Mr. Packwood then went silent and dropped his head in disgust,” according to the police report.
