Three arrested on various charges in Scottsburg

SCOTTSBURG — The Indiana State Police went to a Scottsburg home Wednesday to locate a man who had failed to register as a sex offender.

After troopers arrived at the home in the 100 block of North Main Street, James E. Mullins was located and taken into custody, ISP reported.

During a search of the home, troopers found numerous pieces of drug paraphernalia.

Two people, Robert Northern, 37, and Diane Sturgeon, 29, both of Scottsburg, were also in the home and arrested. 

Mullins was preliminarily charged with visiting a common nuisance, a class A misdemeanor, and failing to register as a sex offender, a class D felony. 

As a resident of the home, Sturgeon was preliminarily charged with maintaining a common nuisance, a class D felony. She was also preliminarily charged with possession of paraphernalia, a class A misdemeanor, and possession of a hypodermic needle, a class D Felony. 

Northern was preliminarily charged with visiting a common nuisance and possession of paraphernalia, both class A misdemeanors, and probation violation. 

The three were incarcerated at the Scott County Jail.
