Corrections are being proposed. Dr. David Varner, a member of the South Bend City Council, recommends that in addition to requiring the release of some TIF funds on an annual basis, the time horizon of new TIF districts be limited to years to maturity on bonds issued to pay for a TIFs initial development project.

He suggests that the Indiana General Assembly address statutes on TIF length.
