Fight report leads to arrest in Charlestown

William Marc Osborne charged with sexual misconduct with child

CHARLESTOWN — After responding to the scene of a fight an onlooker reported via 911, Charlestown Police Department officers arrested a Jeffersonville man for sexual misconduct with a minor Friday.

William Marc Osborne, 39, Jeffersonville, faces one count of sexual misconduct with a minor, a class C felony; and battery, a class D felony.

Police responded to a 911 call reporting a fight about to break out between two adult males near Fairfield Avenue in Charlestown. When they arrived, they found Osborne and another man “yelling and screaming at each other,” according to the case report. When the responding officers exited their marked vehicles, Osborne ran and twice had to be told to stop by the responding officers, according to the report.

When questioned, the man who had been arguing with Osborne claimed Osborne had licked and nibbled on his niece’s ear, and that Osborne was prone to making sexual advances toward the minor when he is intoxicated, which Osborne was at the time of the incident, according to the report. The victim, 15, gave a similar statement to the police.

“[The girl] stated that while in her front yard, Mr. Osborne approached her and began talking to her as if he wanted to kiss her,” the report states. “[The girl] stated she began to walk away and Mr. Osborne began following her.”

The girl told police that Osborne walked up to her, put his arm around her and started whispering in her ear. When she tried to get away, he licked and nibbled on her ear, she told police. She told police that Osborne had previously smacked and touched her buttocks.

Before knowing any details of the case, an officer at the scene said he heard Osborne say, “I did not bite her, I nibbled on her ear.” When asked what happened, Osborne kept saying he “did not do anything like that,” and that he “did nothing perverted,” according to the report. The officer notes in the report that he did not disclose to Osborne what he thought had happened or what statements had been given.

Osborne was arrested and taken to the Charlestown Police Department for book-in procedures, where he registered a .23 blood-alcohol content on a portable BAC test, according to the report. Osborne was then taken to the Michael L. Becher Adult Correctional Complex. His status at the jail could not be confirmed by press time.
