More than a week after the U.S. Supreme Court rebuked efforts to add a citizenship question to the 2020 Census, President Donald Trump announced he's exploring other routes to do so, including by executive order. The Trump administration says the question is necessary to enforce the Voting Rights Act, but opponents say the question would scare immigrants from participating, thus skewing population estimates. Lower population numbers could result in fewer congressional seats in areas with higher immigrant populations, which tend to lean Democrat.
